Translating Research into Practice
We help states increase student outcomes through their design and provision of high-quality technical assistance and professional development on evidence-based and high leverage practices (EBPs/HLPs).
NCSI builds state education agency capacity to:
- Access best practice research on EBPs and HLPs for students with disabilities
- Determine how to effectively leverage resources to support impactful instruction
- Support local education agencies (LEAs) to implement research-based practices effectively
- Evaluate impact of EBPs and HLPs and use data for continued improvement
Policy Development Workshops
NCSI convenes in-person events with SEAs throughout the year with a focus on understanding current practices and refining policies and procedures to support local level selection and adoption of evidence-based and high-leverage instructional practices.
Thought Leader Forums
NCSI brings leaders and researchers together to identify innovative and impactful practices and create recommendations for the field to help implement effective research that improves academic and behavioral outcomes for students with disabilities.

Cross-State Learning Collaborative
The Effective Instruction Cross-State Learning Collaborative (CSLC) supports states in building local capacity to adopt and use EBPs and HLPs. This work includes support for refining and implementing State Systemic Improvement Plans (SSIPs)
Five Shared Interest Groups are supported under this CSLC:
- Specially Designed Instruction
- Universal Design for Learning (UDL)
- Multi-Tiered Systems of Support (MTSS)
- Instructional Coaching
- Secondary Transition and Post-Secondary Outcomes
Instructional Coaching
NCSI helps states support their teachers by defining state instructional coaching systems and building networks of coaches who demonstrate mastery with four coaching practices:
- Observing
- Modeling
- Providing performance feedback
- Relationship building
