About Us

NCSI strengthens the capacity of state leaders to supervise organizational design and talent management, and helps build capacity for state education agencies to lead efforts around effective instruction and general supervision systems.

The Need For A National Center For Systemic Improvement

State education agencies play a key role in policy development and implementation, striving to help everyone meet the needs of students with disabilities and their families.

Our purpose is to strengthen state capacity for systems change so SEAs can improve both learning conditions and outcomes for students. We help SEAs learn about and understand seminal research and translate that research into practice.

NCSI Staff

Our team is led by NCSI Director Rorie Fitzpatrick, Deputy Director Michele Rovins, and Senior Project Manager Susan Hayes.

As a team, they set the vision, guide center strategy, and provide administrative oversight. Together, they bring more than 40 years of combined experience in promoting outcomes for children and youth with disabilities across special and general education.

NCSI has helped our state build the capacity of our LEAs in a way that has directly impacted outcomes for students with disabilities.
State Special Education Director, 2024
I was a new director coming in without a ton of special education training and so I really needed their experience to help me push forward. I don’t think it would have been possible without them.
State Special Education Director, 2023
NCSI has given us a long-term investment in building our results-based accountability system through intensive support.
